January 1, 2026, isn't just a new year—it's the start of the CBAM Definitive Period. If you haven't secured your status as an 'Authorised CBAM Declarant', your goods will be blocked at the EU border.

Key Deadline

The application window opens March 31, 2025. Given processing times of 15+ business days, don't wait until December 2025 to apply.

No Status, No Import

Only "Authorised Declarants" can import CBAM goods post-2025. Unauthorised imports will be stopped by Customs. This isn't a reporting requirement—it's a gate that determines whether your goods clear the border.

The Application Dossier

You will need to prove financial solvency, operational capacity, and a clean compliance record. This isn't a simple form; it's a full audit of your business health:

  • Company registration documents - Proof of establishment in an EU Member State
  • EORI number verification - Your Economic Operators Registration and Identification number
  • Financial solvency proof - Bank statements, credit ratings, or guarantees
  • Compliance history - Clean record with customs authorities
  • Operational capacity - Demonstrated ability to manage CBAM obligations

The Guarantee Requirement

New importers (established less than 2 years) may need to deposit a financial guarantee covering their projected CBAM liability. This could be substantial depending on your import volumes.
